VMware vSphere Standard subscription is licensed per CPU Core or per number of CPU per host. The minumum license is 16 cores, For example,
Scenario1: You have 1 Server with 1 Cpu 10 cores, You have to buy 16 core licenses because the minimum licenses per CPU is 16.
Scenario2: You have 1 Server with 2 Cpu 10 cores. You have to buy 32 core licenses because the minimum licenses per CPU is 16.
Scenario3: You have 1 Server with 2CPU 20 cores. You have to buy 40 core licenses because the counting license is greater than per CPU license.

VMware vSphere Essential Plus Kit subscription is licensed per CPU Core. The kit license has for 96 cores. 
The Essential Plus kit can be installed on upto 3 hosts (Physical Servers) and 2 CPU per host.
The purpose of this Essential Plus Kit is for a small business who do not want more than 3 hosts in a HA cluster.
If you want to have more than 3 hosts in the HA cluster, you will need to buy vSphere Standard or vSphere Foundation in stead.

VMware vSphere Foundation subscription is licensed per CPU Core. Similar to the vSphere Standard, the minumum license is 16 cores. The required VMware vSphere Foundation licenses are counted same ways we count in Scenario1, 2 and 3 for vSphere Standard.
While VMware vSphere Standard focuses on basic deployment with fundamental virtualization needs to consolidate physical servers  and achive virtual resource managment. VMware Foundation focuses on larger and more complex environments. It caters to businesses requiring advanced features for workload performance, operational efficiency, and potentially security enhancements.
Also vSphere Foundation licenses is the pre-requisite for vSAN licensening. 
vSphere Foundation also has 2 editions; VMware vSphere Foundation (VVF) and VMware Cloud Foundation (VCF)

Vmware vSAN license is not standalone. Customers have to buy Vmware vSphere Foundation (either VVF or VCF) first and then buy vSAN licenses in additional. Customers buying VVF or VCF, the additional required licenses for vSAN will  be counted differently.
